You don't know your Paramounts. It's a '70 (E70xx, I think E7001) with Prugnat 62bis lugs. Read up on the short-term change to Prugnat lugs (1967-1970) on the Waterford website.

That said - to add to one of the things the seller made note of: I'm nearly positive that it isn't all-chrome, even though I suspected it earlier due to the all-chrome chainstay. A second white Paramount that this same individual owns was repainted in the same fashion (bare, all-chrome chainstay), but the white one shows copious indications of having been to the framebuilder for modification.

I'm nearly positive that the chrome on the stays has been re-plated - it would explain the washed-out serial number on the E70xx and the curious bubbles around the dropout joints (I would have expected pinholes to be filed out at the factory).

Keep in mind that the fork has been drilled for the Campagnolo drop bolt as well.
