i've seen the "Build it and they will ride" opinion from numerous transportation engineers, and have seen a quote where one called it 'common knowledge'. it's not my 'personal fantasy.'
I was just reading, a couple of weeks ago, an article with quotes from a municipal transportation engineer describing the same 'tipping effect' from bicyclists engaging in road bicycling in cities with bikeways networks.... bicyclists' mostly lawful roadway operation is solidified and reinforced by both the physical landscape and the educative effects from a robust bicycling population. I did a few minutes trying to source the article for you but forgot which city it was from..
you think there's no supporting data or evidence that bike infrastructure enhancements increase road bicycling? The confluence between bikeways planning, bike infrastructure and ridership in communities is too murky for you to see the reality repeated time and time again in cities across the USA? the confluence is no coincidence.
when i say "lawful road bicycling" i reference riding on the road in the same direction as motor vehicle and cognizant of all traffic laws etc regarding road travel.
I consider reducing sidewalk riding and increasing rider share as increasing both lawful road bicycling and/or bike mode share. yes. an increase in lawful roadway bicycling.
