What do you think about the local ordinance quoted below requiring cyclists to ride single file on the street? The context is a thread on the local message board in which a cyclist felt he was wrongly ticketed. Note the ordinance below is from a neighboring town, Ladue, or sometimes referred to as "La-di-da-due", very upper crust, sort of the St Louis equivalent to LA's San Marino or Bev Hills.

Sec. 6 1/2-5. Riding on roadways and bicycle paths.
(a) Every person operating a bicycle upon a street or roadway shall ride as near to the right side of the street or roadway as practicable, exercising due care when passing a standing vehicle or one proceeding in the same direction.
( b ) Persons riding bicycles upon a street or roadway shall ride single file except on paths or parts of streets or roadways set aside for the exclusive use of bicycles.
( c ) Wherever a usable path for bicycles has been provided adjacent to a street or roadway, bicycle riders may use such path and not use the street or roadway. Persons riding upon sidewalks shall yield the right-of-way to any pedestrian and shall give an audible signal before overtaking and passing such pedestrian.
