This system will encourage people to gain status as they improve fitness and safety. We could give special tax breaks as well to those who trade in their cars for bikes.
The confusion of bicycling with 'sport' is one of the major problems facing cycling in the US, Lance Armstrong and other racers aren't doing the further development of cycling in the US any favors. I for one would never wear any of the jerseys you are suggesting, I do my cycling in my normal everyday clothes, and don't own a single piece of cycling-specific apparel.
