Get a 17 tooth cog. I have both, and swap out occasionally. My top speed is faster than when I'm on the 17, but the times when I can actually let it out and go for that are so rare it doesn't even matter. I'm much faster overall on the 17, because I have to go slower and more cautiously on the 15. Get the 17.
