Wouldn't it be 18%? At any rate, it seems like it would take an extraordinary political effort to accomplish much for such a small percent of the population. I imagine what makes it possible at all, is the idea there may be a much broader group who supports the idea, even if they don't bicycle much themselves. I suppose part of the strategy might be to sell motorists on the idea that for every bike commuter, there's one less car.
