I go there on my bike to pick up veggies, milk cheese and small items, but I have to find a secure parking spot every time. Recently they put in a 4 bike rack, but placed it so close to the building that it can only hold 2 bikes.

It is always full.
One less automobile parking place in any parking lot... that's all I ask.

"my agenda"

You've hit one of my sore points, the SUV and the sheer size of the auto that is generally used to transport one person. I've actually had a couple people complain that I'm using a whole parking place for my motorcycle as they step out of their enormous car as the only occupant. Two or three more motorcycles can fit in the space with me. I'm not anti car, but the waste and size of the monstrosities used to transport a single person drives my aesthetic and efficiency ethic crazy.
I am surprise how many bike racks ARE available where I go, but you've given me a better idea. Would it be in the interest of groceries and other shops to have
locking bike racks? Either for a nominal fee, or a token redeemable with purchase, so you can lock your bike near the entrance without having to lug a bike lock. Or are such systems already in place?
Certainly in the inner city, some entrepreneur might make a buck promoting such. Either the user or, better, the retailer would fund the system.
