In my experience, no. People in Pinellas and Hillsborough counties overall seem a bit friendlier and more respectful than down here. As far as on the roads, there are fewer angry drivers as well, but you have a bigger share of older drivers in Pinellas than in Broward (the two counties where I actually ride my bicycle).
