Not knowing what your real budget is, or your ultimate goals are, many people who have rear-mounted bike racks on their car (hitch-mount, trunk-mount) get by with just using the rack as a repair stand. Limited flexibility (no adjustments) but it works.
Above that, I agree with ZenNMotion: you can just hang ropes from a garage ceiling and pulley your bike up, or buy a
bike storage hoist and work from it.
