Mounting Ortliebs on a Tubus Tara

So I recently completed a short 3 day, ~100 mile tour, my first fully loaded excursion. I have a set of newer Ortlieb panniers, with the QL2 (I believe) mounting hardware. Mounting the bags on my rear rack was no problem, but I couldn't really find a satisfactory method of mounting my Front Roller bags on my Tubus Tara.

Can anyone provide a detailed description of how they orient the Ortlieb mounting hardware for this front rack? Do you mount the top part of the bag (with the two clips) entirely in front of the fork, or straddling it? Do you have the hook on the bottom part of the bag hook onto the little loop at the bottom of the Tara?

I would be grateful for any suggestions, I know a million people have done this before and there must be something obvious I'm not doing. I spent a while trying to think of how to mount the bags, but in the end I had problems with the bottom of the bag bending it's way into the spokes. Maybe it's because I had some loose heavier stuff in the bottom of the pannier?
