Not sure about the OP's town, but here in L.A. all left turn arrows have a pedestrian/sidewalk light. Nothing wrong with riding a sidewalk if you don't ride it stupidly.

I watched a motorist honk at a bunch of school kids crossing with the walk signal and sure enough he had a green arrow. (nice guy... NOT!) I see the same thing when walking my dog... green left turn signals while walk signals are lit. I have no idea what idiot traffic engineer came up with that novel idea. The guy should be shot.

That's weird.. never seen that here.
