The Design Museum (or something like that) in London had a great bike exhibit way back in 1998. It was a history of bicycles and bicycle posters. I don't think it was permanent, though.
There is a great museum of Industry in Manchester England that has several early bikes on display.
I highly recommend it if you have the means.
