I have also noticed more helmetless cyclists right here in Lafayette, I am not talking about casual rider on hybrids or mtb usually riding on sidewalks, these were road cyclists on high end bikes and moving in traffic.
The law doesn't require helmets for adults. You cannot legislate stupidity.
