The law doesn't require helmets for adults. You cannot legislate stupidity.
I have also witnessed this on several occasions. Conversely, I've also noticed a rise in helmet use by casual riders on hybrids, people riding MTBs on the sidewalk, etc....

I'm a little more concerned about people "salmoning" (riding against the flow of traffic), approaching opposite at an intersection, running the stop sign/light and almost left-hooking me when I have the right of way, etc....
