Since nothing is known about the frame except for what is stated in the attachment, I would not jump to any conclusions.
The problem with a lot of inexpensive frames is that there is very little or no change in geometry through the size range. It's the only way that the frame cost can be so low. Also is there a warranty?
I would not want to be the test dummy for some no-name, no-warranty frame, regardless of how attractively priced.
