Rim Hitting Non-drive Chainstay

When I turn left or stand up and sprint. The hub and spokes were merely transferred over using the tape method. It's a wider rim, but with minimal difference in ERD so here's the deal. The guy I had tension and true the wheel says it is that my QR isn't tight, but I used the same QR and skewer on the stock wheel, and no problem. I say that he needs to re-dish it as when I look at the clearance between the rim and the stay, it is way closer to the non-drive than it is to the drive side.

Any other ideas or reasons this may be?

(also, I did a search and found a useless thread, and the hub is tight enough.)
