I have mostly Wranglers with one pair of Levi 560s. The Levis are, by far, the most room in the thigh area. I'm not a good model for you as my thighs are 21.5" when standing. Not exactly skinny, but far from thunder thighs.
When I lost 30lbs cycling and dieting this year, the first place the fat left was in the legs.
EDIT: T-Mar, Interesting, that's two votes for Levi 560s. They're still available. Have you tried them?
