Depends on what level you are talking about. 8 speed downtube shifters would save about $50 over 8 speed sora STI. Want a cheap bike without STI? Check out some of the internet dirtct marketers, or buy a frame off eby and stick one together yourself.
Thanks. I eventually found an 80s Fuji with bar-end shifters. For $100. Haven't had a problem yet.
