I thought there was something on sending results to USAC, but it may not be in the rulebook. It may be in one of the permit forms or something.
Simply requiring a promoter to send in the results would be good. However, since a majority of people accused of being sandbaggers are Masters, and since open Masters races don't/won't count like Women's open races, I figure for my purposes the point is moot.
There are some non-rulebook rules. For example, if you want to take out a permit, you need to do so 6 weeks or more before the event, else you'll pay a late fee. That's not in the rulebook but the financial penalty is very real.
There are schedules on excess prize money (I call it the USAC "race tax"), so if you offer too much money, you have to pay a penalty to USAC. This was a primary motivation to upgrade the permit on the Bethel races to D races, since we paid over the E race limits.
Actually, I think it's crazy to tax excess prize money, but I've never thought about why or an alternative, so I just work around it. Basically you punish those that raise a lot of money and don't want to keep it for themselves. If I kept more money from the race, it wouldn't be an issue. Since I like to spread the wealth, I get penalized. Kinda dumb.
