As far as geo the Scrambler is tighter than the Kilo TT, but Kilo TT may be lighter and have a little more quality control.

A bit tighter in most every way... at least as the geo is currently posted (refs below)
Head angle: Scrambler 74-75, Kilo TT 72.5-73.5
Seat tube angle: Scrambler 74.5-76, Kilo TT 74-75
Chainstay length: Scrambler 394mm, Kilo TT 403mm
Wheelbase (on 55cm): Scrambler 968mm, Kilo TT 986mm (on a 53cm TT it's 980, heck it's 966 on a 47cm TT)
