for some reason, wd40 and a brush work wonders on that stuff. I also use undiluted purple power (cheap at walmart) to do initial degreasing of chains. it's incredible how fast that stuff works. just don't let it dry on your frame, it does wierd things to paint.
I too use WD 40 and a brush. Then wash the frame, dry and re-lube. You got to be careful not to get the WD 40 into any bearings etc.
