Done, everything appears to be correct. If I remove the cable from the derailleur I get 8 clicks in both directions. When I hook the cable up, I only get 7. The derailleur and cogs are all lined up for every click, so that's last click is making a huge jump causing the 13 to be skipped.



Cable and housing is all brand new.

So to summarize: With cable disconnected I get 8 clicks from the shifter. With cable connected I only get 7. I'm at a loss as to what could cause this.

Often, when you get fewer clicks than the capacity of the shifter, it's because the limit screws are preventing the derailleur from reaching the final position. Check these.
Check your cassette. Make sure you see equal spacing between cogs.
Check your cable tension when the derailleur is positioned at the smallest, most outboard cog. There should be only enough tension to take up all the slack.
Make sure the anchor bolt's fixing plate is positioned so the bent tab faces the rear of the derailleur, with the cable running beneath it.
