Looks less like a bent frame and more like a factory screw-up... can you drill out the existing bolt holes with a slightly larger bit that you ensure will run straight through? ...especially with a little filing the binder faces to make them parallel.
On my fuji, I just threw a 1/4-20 stainles bolt with a couple of flat washers there, no it aint pretty but I can ride it. It's been that way all summer over chicago pot holes, and patches.
I think it looks like a factory defect too...was the bolt in there when you got the frame?
