I could run an Armadillo 25mm on my Roubaix Elite, and the Armadillo measured almost 27mm wide. Specialized replaced my Elite frame with a Pro frame when it cracked, and I have no clearance issues with the same brakes and tires. Something's off on yours, I think. And, yes, the OEM Pros are rock-magnet junk. Fortunately they don't last long and you can get real tires after that.
