No, it's an internet way of being confusing. It's also supposed to be amusing but it it isn't (after being repeated a thousand or so times, no joke is amusing or clever).

One thing they let you do is temporarily stuff more things under the lid. They also allow the pannier and contents to be tightened-down (so stuff doesn't move around) when they aren't full.
