As far as I've read about the tubes, you're right. If a seatstay or chainstay tube isn't butted before tapering, the already thick dropout end tends to be too thick after tapering. Results could be as bad as a solid end on thicker walls. That's an unwanted, vulnerable and heavy rear end.
