Ok, I'm going to strat by answering this question as if this were an upright, which I am much more familiar with.
The wide range of the front chainrings will make shifting a little more difficult. Not impossible, but less crisp for sure.
The wide range will mean that if you adjust the chain length properly for the big ring, it will be too slack for the inner chainring, and if you adjsut it properly for the inner chainring, it might destroy your rear derailer in your large chainring.
If you are careful in your riding not to use either of these combinations, you might be able to make it work.
However, on a recumbent, things are different, there is a much longer length of chain, and often many tensioning devices. These may allow you to exceed the chainwrap of the derailer. MAY, I can't tell you for sure.
And I have to ask, that gearing combination is rather low even for an upright bike, but a recumbent with smaller wheels, well, thats 9 gear inches(16 inch wheels. just a guess). Are you sure you need something that low?
