I have two Cannondale "jerseys" that are like you describe. I bought them both new on ebay for less than $40.

This is my favorite one. Not recommending buying from here, as the picture is the original slice (what I have), but the description doesn't match.

Most companies make something like this - not necessarily labelled as a jacket. Nothing really special about any of them I imagine.
