A reflective vest isn't overkill if you're out in the dark. Have a look at my ANSI neon-lime vest below, and then how it looks in dim light. At anything beyond point-blank range, the reflective tape on the vest is the only part of it that'll stand out in darkness.

Glad to hear you have reflective ankle bands, they're a valuable item since they have motion.

It's worth noting that matte-finish reflective tape can lose a lot of its effectiveness when wet. Try it out... soak part of your vest and see what the effect is. The vest in my picture uses glossy reflective tape that doesn't have that problem (plus a stripe of 3M Scotchlite ironed on around the bottom, since I had some left over from the Tron Jacket project).
