Yeah, it's got a lot of the same components as my Peugeot UO-18. I've had good success removing rust from a couple of old Peugeots in similar condition. Don't know if that seatpost can be salvaged though. Give it a try with a wire brush (copper, not steel) and some solvent. I use paint thinner. I'm talking about the metal parts, not the frame.
