Most companies make something like this - not necessarily labelled as a jacket. Nothing really special about any of them I imagine.
Oooh, thanks. Actually - the description isn't absolutely perfect, but it sounds pretty good. I'd prefer something made with a windproof fabric I'm familiar with (windstopper) but I'll have to see if I can find one of those stocked locally to check it out...
