Just in from the rain...Oh it matters big. If he's got hills to climb, he probably works up a sweat, if the clothes vent to much, he'll freeze it off on the next descent or while waiting for a light. For rain and snow, the winds on the descents force water through the seams on the poorly waterproofed jackets.
The Craft and Showers Pass jackets are the best. Haven't found anything that is cooler.

Not sure how terrain matters either. Let's say all terrain. Sometimes flat, sometimes hills, probably no offroad stuff or anything.
