It's not like a bunch of tribes got together about 1500 years ago, formed a committee, and figured out what the rules of English would be and then everyone spoke that. I'm not sure English dictionaries and grammar texts have been around for even 200 years yet. These devices are to help describe what we have, not tell us what to do.
