I'm a little confused. Any 4-lane road I've seen reduced to 1-lane, especially at rush hour, turns into a parking lot. If so, how did the highlander speed off? Otherwise, if traffic was moving (and congested), how did the highlander come to a complete stop to throw the door open? Either way, why would nobody behind him/her not pursue to get the license #?
