I find that I can hear traffic at least as well with in-ear headphones (in my case, playing audiobooks or NPR news stations) as without, due to the wind noise reduction factor you mention. Some earbuds have a port in the back that ADDS to the noise though, you have to watch out for that.

You might try one of the plugs with noise-activated reduction, often used by shooters. These will eliminate wind buffeting anyway. Here's one though I haven't used this particular one.
