I agree there is a lot you can do, first of all the police should have laid a charge of dangerous operation of a motor vehicle causing death. The prosecutor should then ask for the maximum penalty, and the judge should throw the book at them. The problem is that the police chief, prosecutor and judge are probably all drivers, and probably don't pay attention on driving at all times, when doing so, either, and they then stick together on this, and it becomes another unfortunate "accident". I hate that term traffic accident, it implies there is nothing anyone could have done to prevent it, traffic collision is a better term, it implies that two vehicles ended up in the same place at the same time. It does not imply that it could not have been prevented, because in most cases it could have been.
