The Nitto 66 Tokio I know comes in a 26.8mm version.

Maybe you could just sand it down to 26.6 with some wet&dry. I know people do this with stems that are 0.2mm too big for weird old French head tubes.

This might be an incredibly bad idea, so maybe check on the mechanics forum. It's all I can think of at the moment.

Otherwise get a $7 26.6mm seatpost off eBay, cut a wedge section out of it and weld it back up. Should be plenty strong enough and have the desired effect. Check the 'tri bike on a budget' thread for an example.
