If the weather is bad before the scheduled start, some directeurs and race officials will go out and reconoitre the course...esp. climbs, cobbled sections, descents etc. Ice on the road is a big no-no, as is heavy snow or the prospect of more snowfalls during the race. It's just too dangerous for the riders.
Often a decision to cancel will be made moments from the scheduled start time....like the 2004 Het Volk. Other times it can be made the day before if the situation is hopeless.
