I recently picked up a late 90's Serotta Atlanta, it seems like a great bike except whenever I use the front brake the forks shudder really bad. It has Reynolds steel forks. The first thing that came to my mind was that the headset was loose but I checked over just about everything and can not seem to solve the problem. Yes, its very likely that the brake pads are the culprit if everything mentioned so far is checking out good. I'd try a set of Kool Stop Salmon pads before doing anything radical.
