what im looking for is something that does power, preferably heart rate, cadence, then all the basics. For around $300-400

Trust me, it isn't a power meter.

If you want a power meter, and can't afford a PowerTap, the iBike is an OK option. I have some friends that have them, they're alright. I don't trust the numbers that much, but if you're just going to use it for training longer duration stuff, it's fine. The lower duration stuff it's very sketchy. It's also kind of a PITA to set up properly, and keep calibrated.

Just don't go around bragging about the 1900W sprint that your iBike shows, I promise it's wrong.

Personally, I'd save my money and get a used PowerTap. You can find a used wired for pretty darn cheap (under $500, with wheel and everything).
