The officials have you put your bike in it's biggest gear (large chainring, smallest cog) and walk it backward. They make sure that one pedal revolution doesn't exceed the distance they marked off (like 26-feet or something?) and you're fine. In the end, it equates to a gear about 52x14. But many jr's 'round here ride a smaller chainring and keep the cassette a 12-23 or so.
