I don't understand your problem. Compact bars do NOT necessarily change the reach from the hook area to the brake lever. The first compact bar that I tried was the FSA K-force compact. The bend of the hook was not well suited to Campy ergo levers, since it created the longest reach from the hooks to the brake lever I'd ever seen. I have a method to fix that problem, much like the brake lever shims that can be used on Shimano shifters.
The second model of compact bars I tried and now use on all of my bikes is the Easton EC90-SLX3. This bar has a bend that is supposed to work well with all brands of brake/shift levers. I have very short fingers, so I still reduce the brake lever reach a bit even with these bars.
If you have your hands on the straight section of bar, near the ends you should not expect to reach the brake lever. If you're riding in a situation that may require braking, like mountain descents, the hands should be positioned in the hooks and high enough to reach the brake levers. With short fingers, that is the ONLY way I can reach the brake levers and that's due to the reach to the lever, not it's length. If you're in a group and just riding on straight road, most riders have their hands on the brake hoods, where the brake levers are within reach.
