I am not sure how much "over-doing" lighting and reflectors actually help. If you are already lit up, the people that hit you are either drunk or not paying attention.

We had a local guy here lit up like a Christmast tree - really. Reflectors and lights everywhere. A drunk hit him and dranged the bicyclist under his car for a quarter mile.
