Kind of, every builder builds a bike differently though.
And every style of bike has a completely different geometry that each builder has a different take on.

A crit frame is what you described though. Some vintage (non pursuit) TT bikes might fit the bill too.
The vintage Cannondales that D1MF has posted are right up your ally.
