No - totally unnessesary. For this amount of money you can buy a lot of water. On the bike it only makes sence:
- very very remote area (Sahara for instance)
- save money (if you tour longer than 1 year)

If you ride on roads where is nothing. Stop a car (lay your bike on shoulder) and ask for water.
