It isn't the patch that is the problem. It's technique. A Rema Tiptop glued patch should do just fine on a 23mm tube. Flattened out, the tube should be wider than 23mm.
Tips:
1. Patch the tube flat, i.e. no air in it.
2. Scrub the tube around the puncture with the sandpaper. Make sure you clean off enough area for the patch.
3. Apply glue so that it is slightly wider than the patch you are using
4. Allow the glue to dry. It shouldn't look shiny or wet. Drying takes longer than 30 sec. It takes longer than a minute. Overnight wouldn't be bad
5. Apply the patch to the tube and press it firmly in place. But avoid touching the glue or the back of the patch.
The glue takes a little time to cure (about 24 hours) so avoid pumping the tube up outside of the tire. The tire and patch will expand a different rates and the patch may pull off, especially if you have put the patch on and the glue isn't dry.
I have about a 100% success rate using this technique. The key is to make sure the glue drys completly.
I can't advise you on glueless patchs, however. I don't use them.
I add two more steps.
After pressing the patch in place, start rolling it with force, from edge to edge, starting on one side. Work your way to the other side, slowly. Then, turn your roller and attack it again at 90 degrees to the first. Anything round will do, even a round rock in a pinch. Then, toss a little dust around the edges to keep it from adhereing to the tire. Talc is nice if it's handy.
