I'm not sure I understand this, but -- if you're saying your fenders don't work in deeper water then:

a. get fenders that are longer or
b. get (or make) a mud flap, as noted above.

I'm skeptical that you can stay drier riding without fenders than you can with (properly fitted) fenders.
