Since most cycling pants or tights won't fit over regular hiking boots it seems like some kind of gator is a good solution. I know that many wear them in wet snowy conditions to keep the worst of wet slush off their legs which cars can spray on you.

The only recommendation I can give is to make sure that they are breathable. Otherwise your lower leg will be totally soaked in sweat.
