Really? I disagree. Our roads are terrible. The most graphic example for me is riding from Tahoe City to Mt. Rose. Potholes and cracks on the California side. The Nevada side is like she was paved by the angels.
I'm from NorCal as well and recently discovered that in SoCal they have nice roads everywhere. Up here you have to pick and choose, but there are still a million miles of good roads to be had, if you can find them.
