PCH ends between San Clemente and Oceanside. You then go on a bike path, a frontage road past the SONGS, a state park/campground, another trail, then you have a choice of entering the base or using the freeway. It sounds more complicated than it is. Basically, you follow all the other cyclists.
If you go through the base, you'll need to wear a helmet and have ID.
Easy for you to say. I've done it over 100 times in the past year or so and I still get lost haf the time
